Summary
We don't need to bring back the Old World, we need to make the new one better.
There is no shortage of problems in the Commonwealth. Poverty, unfettered gang violence, and rampant discrimination are commonplace-- and that was before the bombs fell. Elaine doesn't seek a return of the Old World or its values. Rather, she hopes that the destruction that was left after the war can give birth to new opportunities for a just society. Elaine sees her role as the Director of the Institute much like she saw her life as a criminal defense attorney before the war: to enable everyone to have a chance at a free life.
Story
Pre-War
Elaine was raised in Boston's slums by two unmarried immigrant parents. She was the older of two sisters raised by her maternal grandparents. Her father, a first generation Italian immigrant, was arrested for organized crime alongside her mother, a second generation Irish immigrant when she was 10 years old.
Elaine was deeply influenced by the injustice she witnessed as a child in her family and in her community and decided to pursue a law degree to become a public defense attorney. She eventually graduated at the top of her class at C.I.T., although her parents still in prison, were unable to attend her graduation.
Perhaps a more telling accomplishment was buying her home in Sanctuary Hills. It was the pipe dream of both of her parents to accomplish the suburban American dream. She finally earned her picket fence, but it came at a cost. Elaine worked long hours as a lawyer with very little pay in a male-dominated field where she faced sexual harassment. The stress of her work environment led her to develop an alcohol dependency.
About a year after moving into Sanctuary Hills, she meets a new neighbor, Amir Mallory. They bonded quickly and the two become close friends and begin a relationship. They find that the other understood them the one no one ever had, and their shared passion for justice and peace united them in a nation filled with so much unrest. The pair plan to move in together when Amir's lease is up and things were going well for the couple. Soon she becomes pregnant and before she was able to tell Amir, the bombs fell. He hurriedly gave her the engagement ring he had been saving and she agrees to marry them when they come back up, whenever that might be. The two then enter the Vault and are cryogenically frozen, her fiancée never knowing she's pregnant.
Canon-Divergent Post-War
After everyone in the Vault is unfrozen, Institute scientists try to take Elaine back to their research lab for genetic testing on her embryo. She fights back and is shot, but her body is still recovered. Amir witnesses her being shot and carried away. It is there that they try to save her, and unable to do so, remove her baby instead. Shaun is kept alive and raised at the Institute while Elaine's brain is kept frozen and her affects stored away in a forgotten drawer. It is only when her son reaches adulthood that Elaine is transferred into a synth body exactly one year after her husband's release and heads to Sanctuary, where she is redirected by Codsworth to find Nuka-World.
Relationships
Amir O'Leary (husband)
Amir O'Leary is the enigmatic leader of Nuka World's raiders. He takes a personal approach to leadership and the two hold a careful alliance between the two authoritarian organizations that they control.
Shaun + (Son)
The previous leader of the Institute, Shaun was taken from Elaine in her last dying breaths to grow up without his parents. Though he's aged considerably when they meet him, Amir is able to prolong his life with the Mysterious Serum until he's ready to finally rest.
Rudy (Son)
Shaun's synthetic clone, Rudy, is embraced as a member of the family after his namesake dies. He's an especially timid child and always eager to gain the acceptance of his parents.
Jenny (Daughter)
A young girl adopted by her husband in her absence, Jenny grew up in the world of raider conflict. The two have a strained relationship at first but they quickly grow close.
Jade and Jubilee (Daughters)
While still living at Fizztop, Elaine finds out that she is pregnant. Both parents are delighted, but eventually the constant cell division in the teleportation device results in their new baby becoming twins!

General Appearance
Elaine's default outfit is a worn, oversized RobCo jumpsuit that belonged to her husband pre-war. She has ear-length curly red hair, icy blue eyes, freckles, and light skin. She has a noticeable scar on her lip and her nails are typically manicured with red polish. Elaine also wears an Indian-style wedding ring in the shape of an open flower on her left hand.
